Legislation to Strengthen America's Auto Industry
With volatile gas prices, and a struggling U.S. auto industry, some legislators are drafting legislation
aimed at encouraging automakers to produce advanced, fuel-efficient vehicles and vehicle components. Bills have been
introduced at both the federal and state level.
Federal Legislation
- Health Care for Hybrids (S. 2045 and H.R. 4370) - This bill would strengthen
incentives for the auto industry to invest in energy saving technology by offering legacy health care cost relief.
- Vehicle and Fuel Choices for American Security (S.2025) - This
bill aims to break American dependence on foreign oil by mandating 10 million barrels of oil savings per day by 2031.
It would also provide a number of manufacturer and consumer incentives.
- Clean EDGE (S. 2829) & Energizing America - These bills would provide incentives
for auto manufacturers to speed up development of advanced fuel efficiency technologies, require the production of
"flex-fuel" vehicles, and provide incentives for the production and distribution of biofuels.
- Strategic Energy Fund (S. 2993) - This bill would eliminate oil company tax breaks and place
a temporary fee on major oil company profits. It would use revenues to fund research and development in biofuel
production or electricity generation from renewable sources.
- Fuel Economy Reform (S. 3694) - This bill would reform CAFE standards, and provide tax
incentives for manufacturers of advanced technology vehicles.
- Program for Real Energy Security (PROGRESS) (H.R. 5965) - This bill would establish a
National Energy Security Commission, increase federal commitment to alternative fuels and advanced technology vehicles,
and promote public transit.
- Green Technology Bill (H.R. 6248) - This bill would provide $20 billion in loan
guarantees for advanced conservation and fuel efficiency technology project.
