In March, Representative Hoyer (D-MD) introduced the Program for Real Energy Security (PROGRESS) Act. The bill would institute a robust national program on energy independence.
The five main features of the bill include:
- Establish a bipartisan national Energy Security Commission, that would bring together government, industry and academic leaders to develop consensus national goals on energy.
- Establish a New Manhattan Center for High Efficiency Vehicles, seeking to double the average vehicle efficiency and to diversity fuel types. The Center would provide loan guarantees for the construction of facilities that manufactur advanced vehicle batteries that are developed and produced in the U.S., including advanced lithium ion batteries. It would also provide grants to manufacturers who retool plant to build high efficiency vehicles and components. The grants will total up to $200,000,000 each year.
- Establish a National Biofuels Infrastructure Development Program that would provide grants to install wholesale and retail biofuel pumps, tanks and related distribution equipment.
- Create a stimulus package to upgrade the "pipeline" for biofuels - the freight rail system - while also providing grants to promote conservation alternatives such as public transit and commuter rail.
- Increase the use of alternative fules in federal fleets.
